Topic: bassopus.dll has changed but stayed 2.4.2.1?

I noticed that the newest bassopus.dll from the website is dated 1/4/2023 with a file size of 77,160 bytes still has a version number of 2.4.2.1, despite the fact that the one I have now, dated 9/9/2021 with 69,404 bytes, also is version 2.4.2.1.  What is the difference?

The only difference is that a digital signature was added (the code is unchanged). I think most of the BASS libraries had a digital signature added earlier than that, so BASSOPUS was probably one of the last to get one. They all (from un4seen) should have one now.
