I see only Nativebass java api, where is nativabass library for .net ?

Listen, instructions on this site say that i must only install bass24.net.
do i need install bass.dll ? where is bass.dll ? on this site or inside my local folder ?
do i need install bass add on ?

Inside my project i use Bass.Net.dll

I get HRESULT 0x8007007E

I use visual studio 2010, I use Bass .Net for Framework 4.0
i compile my project with x64 target cpu and i get this error
