what we publish? The URL to listen the radio (e.g. http://myipaddress:port)?
If so, where we publish this URL? Where is this server site (e.g. Icecast, Stream List)?
And what about "publishing point"?

Sorry, I'm very confuse!

BASS_WMA_EncodeOpenPublish is a bit like using BASS_Encode_CastInit to connect to a Shoutcast/Icecast, but it connects to a server that is running Windows Media Services. You can find information on that here...
