I was getting this error on Windows 8 developer preview. After some digging I found the culprit and it was bass_fx.dll. I switched to Dynamic_BassFX.pas by Wishmaster and program at least was able to start, but still fails to load the dll. Error I'm getting is :

ERROR_NOT_SUPPORTED
50 (0x32)
The request is not supported.
