What can I do to have this URL http://89.187.1.165/NRCU1 played in XMPlay? Windows Media Player plays this stream.

Works here.

Do you have xmp-wma.dll in the same directory as xmplay.exe?

If you don't have it, xmplay can't play wma files or streams.
