Are you playing the channel that you're making the BASS_ChannelSetAttribute call on or are you just decoding it? The BASS_ATTRIB_FREQ/PAN/VOL attributes only apply to playback and don't affect the decoded sample data. If you would like to change the volume level in the sample data, you can use the BASS_FX add-on's BASS_FX_BFX_VOLUME effect to do that.
