I think the problem here is that such implementation would be too bloating, to be honest.  ID3v1.x has 256 (I beleive) different genres and ID3v2.x and Ogg Vorbis have user-editable fields for genre.

it depends on the user
but maybe the multiple playlist is better improvement than this.
