Good day and Happy New Year!

I cannot play a streaming link with the following format:

http://.../mp3/icecast.audio

I was wondering if I need an additional plugin or program installed on my PC  with Windoes 8.1 64-bit. Thank you for your attention. And Happy 2016!

XMPlay supports mp3 streams natively, so you don't need any plugins. Can you play other mp3 streams properly in XMPlay? How many red lines does the playlist entry show?

To identify the problem, it would be helpful to post an actual link and not just what you think is its defining feature. XMPlay can definitely handle Icecast MP3 streams as Dotpitch already noted, so maybe the server is doing something that XMPlay doesn't quite expect.

radioclasica.rtveradio.cires21.com seems down to me. no wonder you can't play the stream.

The player on the Reciva website does not produce any sound for me, so it fails my test. RTVe's flash player seems to use a working stream:
