I can use oggenc2 in Win7 and Win10 by renaming to oggenc and let the original setting
oggenc -t %1 -a %2 -l %3 -d %4 -N %5 -G %6 -c comment=%7 -o %o -
To change bitrate I can add -q to encoder output comman line like
oggenc -q6 -t %1 -a %2 -l %3 -d %4 -N %5 -G %6 -c comment=%7 -o %o -
This also should work too with newer versions of XMPlay.
An other reasen for problems with writing ogg files can be the file protection of the system.
Try to copie the complete XMPlay folder to desktop and try the procedure at this point.
I prefer older xmp-opus.dll xmp-aac.dll and xmp-spx.dll
I recommend to use the older oggenc2 version Oggenc 2.85 (aoTuV b5.7)
