BASS.TXT: MP3 is now an open standard

Since patents for the MP3 format owned by Fraunhofer and Technicolor are expired as of early 2017, should a section in BASS.TXT be updated or removed to reflect this?

Yes, that text could probably be removed from the BASS.TXT file now.
