I'm actually wondering if there would even be a BASS library created for the PlayStation 2 using PS2DEV.

Unfortunately, PlayStation 2 isn't supported by BASS.

Well, with the use of Homebrew toolchains, it is possible to port software and libraries to various systems, such as the PlayStation 2. Notably, the PlayStation 2 did not receive SDL2 support until June 15, 2022.
