Stream mp3 on Internet

  Using BASS Can you Stream (Live) WAV and Mp3's over Tcp/IP??  Does BASS allow you to do this??

Sorry, no.
    BASS doesn't have the ability to serve files over a TCP/IP connection. Although using the BASSWMA component you can create a live WMA stream, it's not nearly as widespread as MP3. Take a look at the WMALive example.
