1.0.1 is the latest official vorbis-tools (inc. oggenc) release on the vorbis website.

But I suggest using aoTuVb3 for <128kbps and 1.1.0 >128kbps. You choose... Both are good, both are better than 1.0.1.

libvorbis 1.1.0 is the latest library, but there's no official oggenc compiled against that library yet. you can use oggenc2 (
http://www.rarewares.org/ogg.html
) with aoTuVb3 and libvorbis 1.1.0 instead.
