xmp-tag2speech general plugin

This new general plugin verbally announces what song will or has played.

Features:
 · Configuration dialog to :
    - select voice gender
    - adjust announcement volume
    - select tag (Artist, Album, Title, Track) to announce
    - choose to announce before or/and after playing a song for each tag
    - adjust silence time in milliseconds between each tag
    - use a phrase for each tag
    - use 2 miscellaneous phrases

Limitations:
    - Uses x86(32-bit) Microsoft text-to-speech voices
