Can ID3v2.3 Support be added to this format?

Can ID3v2.3 Support be added to this format? I want to do so because I NNNNNNEEEEEEEEEEEEDDDDD all of my music to have metadata, and adding metadata to music tracker files is easier than:
1) Converting to .flac  (Which is really big and not 100% accurate         )
2) manually adding in all of the metadata, including the instrument text/note text          .
If you know how to automatically add instrument text/note text to .flac conversions of tracker files, tell me that too.

No, I'm afraid ID3v2 tags can't be used with MO3 files, or indeed any MOD file formats as far as I know.

If you're using XMPlay then it is possible to add custom tags for each file in the library (via the "Track info" option in the track's right-click menu). The tags are stored in XMPlay's library rather than the file itself, so they won't be visible outside of XMPlay. They would be visible in a FLAC conversion though (created with the "Encoder - FLAC" output option).
